Oscar Zavaleta, founder of the Montez Group, has over two decades of experience in Civil Construction and Engineering. His background includes materials testing and inspection, management of large heavy civil projects, and commercial buildings construction. Mr. Zavaleta is also extremely involved in the local Bay Area business community as a board member of the Northern California Chapter of the Construction Management Association of America (CMAA), the Oakland Latino Chamber of Commerce (OLCC), and member of the Associated General Contractors of America (AGC) and the Conference of Minority Transportation Officials (COMTO).

Construction Industry Workforce Initiative (CIWI)
CIWI is a fiscally sponsored project of Community Initiatives (a 501c(3)) and a privately funded initiative targeted to young urban adults (18 to 21 years old and enrolled in a two- to four-year college) from lower-income households, many that are first generation Bay Area college students. The program is committed to providing career development opportunities for students with an interest in Construction, Real Estate Development, Architecture and Engineering, Civic Engagement and Urban Design. CIWI goals are to provide direct construction industry work experience, a comprehensive leadership and mentor component, personal, educational and career development opportunities for young adults which may ultimately lead to pursuing education and career opportunities within the field.
Mission Hiring Hall: Construction Administration and Professional Services Academy (CAPSA)
Mission Hiring Hall Inc. is a nonprofit organization serving moderate and low income job seekers in San Francisco. We offer counseling, training, and placement services. All services are free of charge. MHH provides vocational training in construction trades, construction project administration, security services, and hospitality job readiness training. We also help individuals who are currently experiencing homelessness find work through our homeless employment programs. Mission Hiring Hall works directly with San Francisco businesses to recruit and fill positions, including those businesses seeking compliance with development agreements and local ordinances, such as San Francisco’s First Source Hiring Program.
Conference Of Minority Transportation Officials (COMTO)

The Conference of Minority Transportation Officials (COMTO) Northern California Chapter is part of a national organization dedicated to advancing minorities in the transportation industry. COMTO provides advocacy, professional development, and networking opportunities for minority professionals working in transit, highways, rail, aviation, and other transportation sectors. Through partnerships with public agencies, private firms, and educational institutions, COMTO works to promote diversity, equity, and inclusion in transportation leadership, contracting opportunities, and workforce development.
Latinos in Transit (LIT)
Latinos in Transit (LIT) is a national organization committed to the advancement and representation of Latino professionals in the public transportation industry. LIT fosters career growth through mentorship programs, leadership development, and networking events, while also advocating for increased diversity and inclusion within transit agencies and private-sector firms. The organization works to elevate Latino voices in decision-making roles and create opportunities for professional growth through strategic partnerships and industry engagement.
